Features on the Free Plan are limited. The more features you want, the more it will cost you.
You also gave the open source software wordpress.org which you can get for free. But then you have to buy yourself a domain and hosting. -

As @staartmees noted, you can create a site (or blog) for free on WordPress.com for as long as you like, and only upgrade when needed. Should you like to add a custom domain, use premium themes or plugins, you would need a plan upgrade to unlock those features.
