Why isn't it easy to setup a mailing list for the site/blog?

I have been looking all over for a way to add a mailing list to my blog. I see plugins, but it doesn’t seem like those are for free accounts. I feel that this should be an easy setup for all accounts. This “plugin” should be included for all that use wordpress.

There is no FTP access to WordPress.COM blogs and we bloggers cannot install any plugins or third party themes.

There is no such mass mailing feature here at WordPress.com. Your followers can subscribe to receive your posts by email and they can control the frequency of receipt. However, when subscribers or commenters provide an email address for a specific purpose you cannot use it for any other purpose. In fact doing that in some countries like mine, Canada is against the law.
You can create a page and clearly state on it that you intend to harvest email addresses if that’s what you want to do. But you cannot import a mass mailing list. http://en.support.wordpress.com/pages/
You can add and customize a contact form with multiple fields, change the email address where you’ll be notified, and mark feedbacks as spam from your dashboard on that page. http://en.support.wordpress.com/contact-form/

These settings change emails sent from your blog to followers.
Logged out users __ Show follow button to logged out users.Checking this will present a follow button to logged out users in the bottom corner of their screen.

You can create a custom menu http://en.support.wordpress.com/menus/ and add a Subscribe page into it. http://en.support.wordpress.com/menus/#adding-pages
Or you could also simply include the subscription shortcode at the end of every post you publish. Also note that you can also use subscription shortcode on your About page or on any other page.

The links to “follow blog widget” and “contact form” were very helpful. I got those set up. Thanks again!
I would like to suggest to wordpress to make doing those functions easier though. Making both of those part of the initial blog creation would be ideal. For example, “Would you like to allow visitors to easily sign up for mailing list/follow blog to keep them up to date on posts?” Selecting “yes” would take them to the “following blog widget” setup. Also, “Would you like to add Contact Form to your “About” page? Selecting “yes” would help user through getting that set up. Those setting up their blogs could also easily select “No” and the setup can go exactly as it’s designed now.
I would have had no idea how to set that up if timethief didn’t help me.

I believe that Staff think new bloggers are using the step by step tutorial and I think they cover what I did in it at http://learn.wordpress.com or in the support docs at http://support.wordpress.com. That said I will tag this thread so they take note of your feedback.
