Why isn’t my username linked when I comment?

Hello – I have made several comments on other WP blogs when I’m logged in, but my username doesn’t show up as a link to my own blog. Could that be because I chose a display name that’s different from my username?
I noticed another comment with a WP avatar (not a Gravatar; I checked under “properties”), and assumed that the person is another WP blogger. However, his username didn’t appear as a link, either.
This confuses me, since people with blogs on other websites have their comment usernames show up as links. I’d like to be able to also simply click on a WP blogger’s username to view their blog, or have people check out my blog the same way if they want. (It’s a public blog.)

Go to users > my profile and put your blog URL into the “website” field and then click “update profile.” Do remember that you must be logged in for it to automatically link your name to your blog, and that it will only do it on blogs that are hosted here at wordpress.com and not on blogs which are self-hosted and using the software downloaded from wordpress.org.

I’ve been trying to figure this out for several days.
