Why isn't "pluggins" showing up in my manage site page?

The pluggins is not showing up in the manage site page. How do I make it show up?
The blog I need help with is: (visible only to logged in users)

I believe you have to be running your own version of the WordPress software (which is actually distributed “free as in freedom”) in order to use plugins. Or am I wrong?

There is no FTP access to free hosted WordPress.COM blogs like the one linked to your username and we cannot install individual plugins or third party themes into them. Those found on the internet are for WordPress.ORG installs which run on different software.
