Why isn't "Privacy" listed under Settings?

  Initially, I set my blog to be private. I’m ready to go public, but when I go to Settings, “privacy” is not visible for me to select to make the change.

  The blog I need help with is: (visible only to logged in users)

  Under the Reading settings.

  Are you logged in as an Admin? If you are an Editor or lower you will not see the Private option. Do you have a second account you might have used to create the blog?
