Why isn't the "add photos" buttonworking on the gallery widget for the menu bar?

    I am trying to add a gallery to my primary menu but when I click on the button to add photos it doesn’t take me anywhere. Not only that but my my computer doesn’t show that it’s even trying to. The button simply isn’t working.
