Why isn't the 'publicize' feature not in my dashboard?

  I would like to take advantage of your ‘publicize’ feature, but it is not listed as an option under my publishing task.

  I see Publicize options loading right at the top of Settings > Sharing in your Dashboard. What do you see there? You should see boxes across the top with connection options for each service.
