Why isn't the search feature for WordPress.com front and center on the homepage?

WordPress has great online resources for questions coming from bloggers; however, if someone does not blog but is simply looking for one, why isn’t it easier for someone to search for it? It took me several attempts to find out that the person would have to go to search.wordpress.com to begin looking for either a specific blog or to find a category of blogs via keyword search or tags. A “Search all WordPress Blogs” search feature should be available as soon as someone types in http://www.wordpress.com. This homepage should not be tailored exclusively to bloggers. This change would likely optimize traffic for bloggers. Thank you for your consideration!
