Why must readers register before commenting?

Several readers tell me they recently they began having to register at my blog before they can leave comments. They find this discouraging (as would I), and the number of comments I’ve been receiving has fallen off drastically. Why this new requirement? Can it be changed?

_Users must be registered and logged in to commentNote that the prompt will still appear but providing an email address and logging in are not required. There is no way for us blogger to remove the prompt. It’s up to us to post instructions in a text widget if we wish to tell the world that the blog comments can comment anonymously.
Anonymous commenting can lead to receiving lots of spam. (1) the vast and overwhelming majority of all information on the internet is spam (2) over 80% of the so-called comments submitted to free hosted WordPress.com blog every day are spam.
