Why no plugin option?

In my blog on the left hand side of the screen, there is no option for adding a new plugin. In all my blogs before this I’ve had the option to download plugins by selecting add new, why is there no option here and how do I get plugins in my blog?
The blog I need help with is: (visible only to logged in users)

Plug Ins are for use with WordPress.org self installed software.
WordPress.com is a different system that doesn’t allow plug ins.

There is no FTP access to free hosted wordpress.com blogs and we cannot install individual plugins into free hosted wordpress.com blogs. This is for security reasons as this is a multi-user blogging platform. Likewise we cannot install any themes from the internet as they are for wordpress.ORG istalls which run on different software.http://en.support.wordpress.com/ftp-access/
