Why should I pay $300 to install/add a theme?

I have bought a wordpress theme. Now, when I want to install/upload my theme, it says, “To install themes you’ll need to: Upgrade to a Business plan.”
Is there a way to upload my theme and customize it for free?

Using third-party themes here does require a paid Business or eCommerce plan: https://wordpress.com/support/themes/uploading-setting-up-custom-themes/

What if I do not install it, but host it somewhere? What is the benefit of installing the theme on wordpress while I bought the theme?

You will need to install a third-party theme on your site to use it on your site. Themes can’t be hosted elsewhere from the site.

Why should I install the theme on WordPress? To let people use my theme? or to use my theme and host it somewhere?
If I do not install my theme on WordPress, there is no way to customize and host my theme?

A theme must always be installed in the wordpress site it is used for. You can’t put a theme somewhere else on the internet.

To add to all of the above the theme you have purchased is incompatible with your free site here at WordPress.com. Here your choice of themes is found at https://wordpress.com/themes
If you must use that particular theme without spending $300 here then you’ll need to build a site somewhere else where you might find annual costs to be less than $300.
