Why should I upgrade to download this plugin?

  I’ve used wordpress for several times, I don’t know why it need to upgrade first before I download a free plugin?

  Because of security reasons, after all you are on a shared platform, you must upgrade to the Business Plan if you want to install third party plugins and themes. This has always been so on our platform.
