Why the domain is parked?

    I have purchased a domain, and as soon I found out I could not use the domain on my free blog I cancelled the purchase. I understand I have to upgrade my account in order to have a .blog domain. But my question is why do this domain is ‘parked’ and nobody can buy it, if I cancelled my purchase?
