why they charged me for domain while I already purchased 99$ plan ?

  Hi, why you charged me 18$ for a domain with 99$ plan already paid ?
  After about three years using a free WordPress blog I decided to upgrade my account with 99$ plan , and I just did that , but I’m surprised because I thought that plan is include a domain.

  Yes a domain and domain mapping upgrade are included in the Premium bundle of upgrades. An error has occurred and Staff will correct it for you.
