Why transparent-based picture shows white when added to background?

  I am not sure if this question is WP-related or not:

  I have created some transparent-based picture, the purpose of make the back ground transparent is: when I add it as background picture, I can mix it with any background color. But apparently it is not working, the transparent background shows white.

  Why?
