Why two GUIs

Why are there two GUIs in WordPress.com? One is dark and the other one is blue. They have partially the same functionality.

I have no idea myself, but I can at least tell you this much (which sort of answers the question):
The Dark one is the original one and seems to only be accessible from the /wp-admin link these days. The light one is a new. I think it’s geared towards mobile users (that don’t have the WP app on their device). Either that or it’s another sign of this nauseating shift in GUI design to be more “app-alike”. I hate that design, but it’s taking (or taken?) over the web of late, infiltrated software and will probably become de facto soon.
TL;DR: The dark one came first, the light one is a new thing. They can’t just force the change over night on users so they’re ushering it in. I don’t know if the light one is even fully featured yet.
