Why two sets of editing pages?

Throughout my use of WordPress.com I’ve been confused by the two separate sets of pages to build/edit the site.
Here’s an example: I’ve wanted to change the favicon, and was directed by a support page to Site Settings > General. But there are two ways into this with different destinations:
https://wordpress.com/settings/general/contemporaryviolins.com
https://contemporaryviolins.wordpress.com/wp-admin/options-general.php
In one of them the tools to edit the favicon are absent. This is also true of other tasks I’ve had. Why on earth are there different tools depending on the navigation route I pick?! This is hugely confusing.

The link that includes /wp-admin/ has been around longer. This is the dashboard that’s included in the core WordPress software.
Your first link is part of our newer dashboard that is still being built. There’s information about that dashboard in these blog posts:
As we continue building out the dashboard we’re making it available to users so that folks can try it out right away and we can improve them based on feedback. But you’re correct, some settings will only be available in /wp-admin/.

I’ve used CMS products before so I’m not new to this, but I still find it very confusing to have the two alongside each other. Seems like an odd rollout plan. If you want to run them in parallel, why not make it clear what’s going on and allow us to opt between them?
