The wordpress site that was billed has not existed for a couple of years, so I cannot get into the Dashboard anymore to see any statements.

Yes.Yo can recover the account and then disable autorenew at > Dashboard > My Upgrades
You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard.

Hello and thank you for your help.
Using the Account Recovery, I received a – Your website does not exist on WordPress.com, it exists in WordPress.org note.
When I tried WordPress.org – I received — Your website does not exist. — So guess I’m back to square one — How to stop being billed. :) —Oh, Account Recovery form will not allow me to contact them since it believes I don’t have a wordpress.com account. — Any other suggestions? Thanks :)

WordPress.com and WordPress.org are completely separate and have different logins http://support.wordpress.com/com-vs-org/
If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.
