Why won't photos upload from my hard drive

When I attempt to upload a photo for a new posting, the photo progress bar remains at 0% regardless of how long I wait. I have tried sending smaller pictures, changing photo formats , nothing works. I use an IE browser but have no success using other browsers, as well. This problem has persisted for a month and prevents me from posting.

How full is your media library? What format are the images you’re uploading in? Jpg? Bmp?

Thanks for your reply. I have tried to use both jpg and bmp photos. I am not sure what you are referring to in regards to the fullness of my media library? The photos I submit are normally recently downloaded and put into temporary new folders on my desktop. -
If your media library is full it won’t let you upload any more photos unless you get a space upgrade, or reduce the size of each image to make more space. Don’t deleted them, if you do them they will be removed from the posts they are connected to.)
To see if it is full look on your dashboard, it will say X% used X% free.

Check your Media Library to be sure you have not exceeded your free image space allotment. If you have not exceeded it then please post the URLs to the posts/pages with missing images in them.

3. Try with all browser extensions or add-ons temporarily disabled.

(a) Exactly what kind of device you are using to connect to the internet and to WordPress.com.
(b) Exactly which browser (and version of it) you’re using by checking here if necessary http://www.whatbrowser.org/
(c) Exactly what you experience including what any error reports you receive state. -
Thank you for your help metan1 and timethief. I now know my problem is not the media library since I have tons of room when I looked it up on the dashboard. The odd part is that I have been adding new posts for over a year and am doing nothing different and the settings are not changed and I’m using the same browser. Just one day it wouldn’t upload a picture. I’ll work my way through your suggestions–thanks again.
