Why would a new post show up in archives rather than the home page or submenu?

It looks like you’ve currently got your theme set up to ‘feature’ the tag “poetry by Donna Snyder”. With your current theme, this means that those posts are removed from your recent posts page and featured on what would be your Front Page template.
Since you’re not using the Front Page Template, they’re just being removed from your recent posts.
You have two options. 1) You can remove the Featured Tag from your theme settings in your Customizer. 2) You can enable the Front Page Template by following the directions on your theme’s info page:
