Good Morning – Each WordPress.com theme is unique on where you can add Widgets. On some themes you can add Widgets to the footer of the site and on others the sidebar, or both areas.
Upgrading your WordPress.com plan to Premium will not change the functionality of the themes. You will only be able to add the Widgets in the designated areas of your theme regardless of your plan.
Each theme has a guide page to help you get it set up. Here is The Cubic Theme guide: https://wordpress.com/themes/cubic/
You can browse all of the available WordPress.com themes here: http://wordpress.com/themes/
Let me know if you need further help with anything.

Thanks for your reply! So what does it mean “Custom Design” on the premium plan? what will I be able to custom? Do I have full access of HTML and CSS? Wil I have the WP editor under appearance?
Thanks x

You can preview Custom Design before purchasing it. Go to My Sites → Customize → Custom Design and click on the ‘Try Now’ button.
To access the CSS of your blog, you would need to upgrade to WordPress.com Premium.
Every user account can see their HTML post view: https://en.support.wordpress.com/beginning-html/#how-can-i-view-my-html
I hope this helps!
