  Are you hosted at wordpress.com? Please provide a link to your blog. If your blog is here at wordpress.com, meebo is in your widgets under presentation. You cannot upload widgets or plugins here at wordpress.com. If you are self hosted using the software from wordpress.org, then you need to inquire at http://wordpress.com/support as we use different software here.
