No, you are in the href section. It has to go in the img src section, and that is not the URL of the image. That is the URL of the page on your blog.

We can tell you exactly how the code should be, once we manage to find that image URL. We cannot “fix” it, because we are fellow bloggers, not staff: we don’t have access to your dashboard. Now, have you uploaded the image to your blog? If so, go to Media > Library and tell me its date. If not, you need to upload the image first (Media > Add New).

Obviously, since you uploaded it now. But I can’t find an image with that date named “betterigloo”. Go to Media>Library, click the name of the image (or its “Edit” tab), copy what you’re seeing in the “File URL” box and paste it here.

Yes, that’s an image URL!
Unfortunately, however, this URL gives me a “file-not-found” response. Can’t tell why. (Did you accidentally delete it in the meantime?) If you can’t tell either, then I can’t help you anymore.
Maybe start over now that you know what an image URL is supposed to be: rename the file in your computer (so that things won’t get mixed up), upload that new version, copy the new URL (you’ll see it in the File URL box as soon as you upload it) and use it with this code model:
<a href="URL_OF_WEBPAGE_HERE"><img src="URL_OF_IMAGE_HERE" /></a> -
