Hey – do you need a premium plan to be able to import widgets?

We have code restrictions at wordpress.COM. No javascript or iframe embeds from unsupported sources or third party advertising codes can be used on any wordpress.COM hosted sites.

There is no FTP access and blogger installed plugin capability does not exist on WordPress.COM blogs. We have built in plugins only as stated in the relevant support docs. There is no upgrade you can purchase here that changes that reality.

If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
