I think the “Blogs I Follow” widget was deprecated some time ago. It’s evidently still available as a legacy widget, but there is no support page specifically for that widget. Let me call for staff attention to see if they have any suggestions. Staff will respond here.

As @musicdoc1 correctly points out, the Blogs I follow widget was retired some time ago. It is still visible for folks with older and more established sites like yours that already have a “blogroll” set up, but is no longer presented as an option to newer signups. Because of this we no longer document the feature, and it is not possible to edit the content of that widget.
Instead, we recommend that you rebuild this list using the “List Block” where you type in the words you want to display in the list, and then link those words to the URL of the site you follow. https://en.support.wordpress.com/wordpress-editor/blocks/list-block/
