I have enter into the widgets section and I move a widgets over to the right side I’m suppose to get a drop down box, but it doesn’t show up. it does expand out that is it.
I had to switch over to Mozilla Firefox to stop the stack-over flow 104 problems which did help and increase memory ram for Windows XP sp3 to 4g

Which widget are you referring to?
1. How are you connecting to the internet and to WordPress.com? The way you connect to the internet (mobile, satellite, DSL, dial-up) and to your blog, and how many proxy server jumps etc. it takes to connect can cause problems. There maybe be problems with your ISP and/or with the proxy servers.
2. Are you using http:// or https:// see http://en.support.wordpress.com/https/
3.Which browser and version of it are you using?
4. Have you tried clearing your browser cache and cookies? http://www.google.com/support/accounts/bin/answer.py?hl=en&answer=32050
5. Is your browser version up to date? You can upgrade any browser version here. http://browsehappy.com/
6. Do you have third party cookies enabled?

Widgets of the text widgets
To answer to all your question 1 through 9 I have done all that for the past 4 weeks trying to get the blog up and running to make sure the computer can handle everything was just able to load Firefox today without having it as default browser it clear all the stack-overflows problems on this site, made sure all the cache and cookies are cleared and did cdisk scan along with virus and malware to make sure their was no problems.

Firefox has a system in where theirs is offline cache section that you have to clear once that was done I was able to start to see where I could edit the widgets
