  I am trying to add a sidebar widget and the only option I see is Inactive and Footer.

  Hi,

  “Footer” isn’t a widget, it’s a widget area, and the “Inactive” section of the widgets manager is for widgets that aren’t to be displayed. If you switch themes, previously active widgets might be sent to the Inactive section, from which you may move them back to a widget area, leave them in the Inactive section, or remove them.

  The Hever theme has just one available widget area, the Footer widget area. You may add widgets to the footer widget area as described in the How to Add Widgets section of the Widgets support page.
