  You can only use the widgets in your dashboard if you are hosted here at wordpress.com. If you are hosted elsewhere, you are in the wrong forum.

  Also (as I see that you do have a WP.com blog) –

  If you want to add some sort of a custom widget (or have HTML code from another site or service), you can use the Text Widget (Design -> Widgets).
