Widgets are NOWHERE To be found, much less Configured in 2.8.4

I have googled, searched on here, and all over on just a basic tutorial on how to even configure Widgets, but I cannot fidn anything! I just did a new install on my server of WordPress 2.8.4 and I cannot fidn the Widget configuration anywhere!! Is it built into it? Do I have to download a widget config plug? I do not get this…The whole widget community is made for people who already know what they are…there is no site that just explains how to simlply set up one widget. I am looking in my Dashboard, and the word “Wdiget” is nowhere to be seen in any of the tool/settings or anywhere else.

Please help! I want to get started with widgets, but after 2 hours of searching, this is just maddening. For crying out loud, I am a IT guy, and run 10 sites, and can program PHP, but I cannot even find this…?!!!! I’m about to go nuts.
