Widgets highlighting, but not dragging.

  Hello, I have searched for and read other posts re- this, but nothing I’ve tried has yet resolved this. I get the little four direction arrow when trying to drag a widget from the widget selection menu to the right side bar. But nothing drags, it only highlights items, and nothing else. Please help. TIA!
