Widgets inactive and can't access header and customise

    I am having a problem on one of my blogs when I go to my widgets page in admin the widgets are inactive and you can’t edit any settings in there or set any of them. This is a band new install and can’t understand why its like this. I also can’t access my header and customise tabs I just get the constant spinning circle.
    Anyone know how to fix this?
