Widgets, Plugins, and hosting.

I want to add Pinterest to my page, however, everything I can find has a widget installer that has to do with a plugin. Do you have to have a premium package or another host in order to have a plugin option?
Along with that, if I am looking to buying a domain and finding a host, what are some good ways to find a good one for me i.e. what should I look for?

There is no FTP access to WordPress.COM blogs and we bloggers cannot install any plugins or third party themes.

WordPress.org offers free software that you can install on a web server. You can upload and install themes and plugins, run ads, conduct ecommerce and edit the database.
