Widgets, Screen Options and Help Tabs will not work at all.

  I am using the neo-sapien theme and cannot drag widgets to the sidebars. The Screen Options and Help menus also don’t display at all. When I try to drag the widget to the sidebar where I want it the whole page just highlights and does nothing.
