Windows 10 and Chrome don't allow admin menus to display

There seems to be a problem with Windows 10 and Chrome with respect to wordpress.com.
When I try to log in using Win 10 pro and chrome, I go to an almost blank admin screen. It looks like the database doesn’t attach to my site or much of anything. I can’t navigate to anywhere. It’s pretty much a dead site with a few WordPress headings. Chrome is the newest version, 64 bit.
I just upgraded that pc to Windows 10 pro, a clean install. Everything else works fine. All of the controversial privacy settings were turned to private using free Ashampoo privacy software, just in case that matters in some way.
My site admin screen displays perfectly with Firefox or IE in Win 10. On Win 8.1 pro, all browsers work perfectly, including chrome.

Weird. everything works great on Win 10 pro / chrome on another laptop that was upgraded with a clean install about the same time. Both laptops are configured identically. Both are 3 year old third gen i5 upper mid level quality machines, dell works HP doesn’t.
Yes, caches are clear.
What could be causing it to present blank admin screens on one and work perfectly on the other?
