Thinking of bringing our big WP.org site (movingart.com) to you all. With a WP.com Business account, would we have complete access to PHP and JS?

Access to PHP and JS in not allowed even with the Business upgrade as seen here:
If you need access to them, then it might be a good idea to move to self-hosted, WordPress.org. This guide will step you through the process of moving your site to a WordPress.org instance:
