Within 48-hr cancel time, can I switch from wp.com to wp.org without paying more

I accidentally signed up for wordpress.com instead of wordpress.org. I’m still within the 48 hour time period to cancel my domain name, but I’d rather keep the domain name and transfer it to wordpress.org. The current wp.com blog has no content; it’s brand new. Can I do this without paying extra?

You may not transfer a domain name for 60 days after its purchase or for 60 days after you change any registrant contact information. This is a rule set by the Internet Corporation for Assigned Names and Numbers (ICANN) and standard across all registrars
Since you want to point to a self–hosted (WordPress.org) blog, you can update the name servers of your domain to point to your host with the instructions on this support page at no extra charge:
http://en.support.wordpress.com/domains/domain-management/#update-nameservers
You’ll need to keep the domain active on your WordPress.com account so it’ll work with your self–hosted blog, and once the sixty days have passed, you can transfer the domain to another domain registrar if you’d like.
