I would like to eventually move my website and hosting to wordpress and bluehost. How do I keep my wix website live while creating a new website using Elementor? I’m assuming I need to purchase the business plan with wordpress to get started….what are the next steps?

It sounds like your site is not going to be hosted with WordPress.com, but instead using the open-source WordPress software (from WordPress.org) but hosted at Bluehost.
Because WordPress.com and WordPress.org are two entirely separate entities, we cannot access files or data for sites that are hosted elsewhere, so WordPress.com staff can only assist with sites that are hosted on our servers.

If you haven’t decided on a hosting provider, I encourage you to give WordPress.com hosting a shot. If you want to use Elementor, you would need the Business plan.
