  XML-RPC is already enabled by default here at WordPress.com.
  Make sure that you have the correct XML-RPC URL:
  http://arcticproductions2010.wordpress.com/xmlrpc.php

  I’m sorry but I don’t know the answer to that. Have you tried disabling and then re-enabling for just one blog to see what happens?

  P.S. Please also be sure that you are logging in under the exact same username account that registered the blog in question.

  Not necessarily. If you were logged in under a single username account and registered all the blogs under the same username then no.
