Won't allow me to create a blog

So, I’ve been trying for days, obviously to no avail, to create a new webpage under wordpress.com. After entering username, email, password etc and clicking create it neither sends an activation email, nor creates a damn thing. The form goes blank. SOS. Cache is cleared, etc. HALP

If you can login which you can then you ought to be able to register another blog by using this guide http://en.support.wordpress.com/register-a-blog/

1. If you are not running one of the browsers and versions listed at http://browsehappy.com/ please try upgrading or switching first.

Not sure I understand. Are you having trouble logging in to your user account if you try here? http://wordpress.com/
Or are you able to log in, but not able to create a new site by clicking on the “Create Another Blog” button here: http://wordpress.com/my-blogs/
What steps are you taking? Are you getting any warning messages or other strange behavior?
