  There is no way to upgrade WordPress.COM in order to use Woo commerce.
  You are not permitted to use Woo commerce on WordPress.com hosted blogs. You must have a WordPress.org installation to use this Woo Commerce plugin.

  It seems like you are on free version of WP.com, you need to upgrade your plan so that you can setup woocommerce store on your site.
