WooCommerce Buying USPS Shipping Label – The transaction was declined.

The transaction was declined. Please contact support quoting error RBLKLU.
We’ve updated WooCommerce to latest version, also WooCommerce Shipping Plugin is updated to latest version. But this error popups every time we want to buy a new shipping label from USPS through WooCommerce Shipping Plugin.
Please can you help us with solving this problem. It’s urgent. We can not create shipping labels, everything other works fine…
We added Credit Card on WordPress and it’s integrated in WooCommerce Settings. It’s not CC problem.
