Woocommerce conflict + error

Woocommerce is conflicting with my woocommerce payments plug in for some reason. I have tried deactivating and activating (as well as troubleshooting) many times and this is definitely the issue. How can I fix this?
Also, my Cart is not linked properly, despite the setting on Woocommerce having the correct link. When I try to add a product to cart, and then click on Cart page, it is empty.
Can you please help?
