Woocommerce email setting will not stay enabled

Customer emails have not been sent for over a month. I set the email settings under Woocommerce tab, they are set to disabled. Go under manage tab, check box to enable, save settings. Exit back out – switched back to disabled. How do I get them to stay enabled?

I have installed Health Check, switched themes and disabled all plug is except for Woocommerce. They enable function still will not stay enabled.
