Woocommerce not refreshing shipping rate

In my page i have two different shipping rates, 1.- In mexico the shipping cost is $99, and if you are from state of Quintana Roo and you have your zip in this values (74250 – 77500) you are getting free shipping, but the order is only refreshing in google chrome, when i use mozilla firefox,edge or safari is not sending the new ajax “wc-ajax=update_order_review” just in chrome, can someone help me please?
