Woocommerce shipping zone regions

  I’m setting up the regions that I want to ship to. Some of the countries list sub regions of those countries. If I am happy to ship to the entire country is it sufficient for me to click on, for example, Italy or do I have to click on every sub region of that country?

  Hi I am hoping someone can help. I received an order from a customer a couple days ago and no tax was applied to the order, from ON so should be 13%. I just did a dummy order to the same address and it shows with tax. Is there a hiccup in the system? This is not the first time this has happened, did the same thing a couple of months ago.
