WooCommerce Waitlist Feature

  I’m thinking about upgrading a site to have the woocommerce waitlist plugin but had a few questions. The first being, when a user is put on a waitlist, how do open spots get filled? Is this customizable, or is there a preset to how it works? i.e. does the first person who was put on the waitlist get priority? Do all users on the waitlist get an email and the first person to join gets in? Please let me know, and thank you for your time.
