WooPayments Setup Bricked

    I am a developer for a WMS company, who maintains an integration between our platform and WooCommerce for order and inventory handling. I am trying to setup a test WooCommerce WordPress Site, and have my site in Dev mode. This site will never be used to process real payments, so I don’t want to setup any WooPayments account that requires any tax information.

    During the WooPayments setup, there seems to be an incomplete account that assumes I am a real business and I am unable to go back to restart the setup process now that I have flipped the site to dev mode. Below is the url of the screen I am stuck at:

    I found this article detailing my issue exactly and I was hoping to get some assistance from you to resolve this issue and get WooPayments in dev mode setup properly so I can begin testing my integration between the 2 sites.
