Word Fence to block IP addresses

I am not inclined to make my entire blog private merely to prevent one creepy stalker from viewing my content and making harassing and derogatory comments on my posts. Word Fence allows you to block IP addresses and since I have his IP address through Statcounter (and it’s static), this would be extremely valuable for me.
The blog I need help with is: (visible only to logged in users)

If the IP is static (most IP address are not static today) – blacklist their comments – or their name
Dashboard >> Settings >> Discussion
Caution – blocking by IP address can trash many visitors since today many IP’s are shared by many users

I would really just like to prevent him from being able to have any access to anything I am posting, especially since it prompts him to contact me. Though, if he continues to do it in writing by e-mail, I will pursue harassment charges against him.

I have this same problem – one dude who deluges me with the same comment over and over (20 times) and emails me duplicates and rages about not posting it. I have blacklisted his IP and responded to his last email saying I would file harassment charges if he continued.
There are loonies out there!
