Hi Carlos,
The short answer is: No :-(
Basically on WordPress.com you can’t use any plugins. You can only use plugins if you’re running a self-hosted website using WordPress.org.
If you are wondering how WordPress.com differs from WordPress.org, this support article explains the distinction:
However there’s a lot of functionality already built-into WordPress.com. Chances are, the feature you are looking for is already there. You can search our support site via this link:
For any features on WordPress.com, the support page will explain how to set it up.
If you don’t find what you are looking for, just let me know what you’d like to achieve with a plugin, and I’ll help you find a solution.

Hi Richard:
Thanks for the response.
Actually, I would like to add some of my Scoop. It curated posts (the longer ones, which may actually be blogs than content curation) to Word Press. I know it can be done on WP.org.
I do not want to see like a spammer or link wheel builder. Without plug-ins, all I can do is reprint the post with a link back to Scoop. It in such situations using WP.com.
Are there any other options?
Sincerely,
Carlos
