I am a newbie to the world of blogging and just hosted my site through Bluehost (gonewiththewhim.com) . When I learned about gravatar , I also learned about wordpress.com (never knew there was two branched out) I noticed the reader feature on the wp.com site, seems it is not accessible to wp.org members. Again I am a newbie, so I could be wrong. Is there a way .org users can effectively utilize the reader feature.

Yes, the Reader is a feature exclusive to WordPress.com hosted sites. You can read more about it here:

One thing a user with a self-hosted WordPress site could do in order to utilize the features of WordPress.com hosted sites is to install the Jetpack plugin on your self-hosted site.

https://jetpack.com/This will essentially require you to connect your WordPress.com site to your self-hosted site, and then you’ll have access to the Reader, as well as many other features that come with the Jetpack plugin.
One important thing to note though, after installing Jetpack to your self-hosted WordPress site, your default wp-admin dashboard will now default to the WordPress.com style dashboard. This doesn’t mean you won’t have access to wp-admin, just the default style will be in the style of WordPress.com’s dashboard.

Small correction to a previous statement I made: you’ll be connecting your WordPress.com account (not site as previously written) to your self-hosted site when you install Jetpack.
